PACA - Constantly Working to Enhance Our Grassroots Efforts for The Industry

Earlier this week, PACA held a very productive PA Politics event at the Capitol Complex. Thank you to those companies that asked their employees to participate in this important political grassroots development initiative.

The majority of the 30+ participants were our 2024 PA Emerging Leaders Academy (PELA) students. We received positive feedback from them, which also fostered a dialogue on the role of the Association as the defender of our industry's interests.

The students' feedback has convinced me that we need to continue to develop and evolve the PA Politics event. Most importantly, we must do a better job in communicating our political efforts to the entire membership. The inaugural Government Relations (GR) Newsletter was launched in late July.

There are also products like a "Register to Vote" poster (highlighted in the previously mentioned newsletter) that our members may request by contacting Tricia Lingenfield. These posters can be displayed in your lunchroom, around your sites, etc., encouraging your employees to register and why this is an important initiative.

We are now working on messaging to share with our member companies in advance of the November election. We are also trying to pull together a delegation to attend the NSSGA/NRMCA/NAPA Hill Day in late September - see the article below.

Understanding the issues and process has become complicated in the age of misinformation and disinformation.

It is our responsibility to better educate ourselves on the issues that affect our families, state, and nation. There are no shortcuts. We created the PA Politics event to explain the process and address the issues that impact our industry and our workforce.

We still have a long way to go in building the grassroots network necessary to defend our materials. Whether we like it or not, we must justify the value that our construction materials provide each and every day to every Pennsylvanian. We promise that we will no longer shy away from that challenge.

How can you help? Continue to educate yourself about your personal and business issues. Please turn to us for assistance to engage your local legislators. No one is comfortable in the beginning, but you will soon realize the politicians are just like you and me. And trust me when I say that we are way smarter and more knowledgeable about our products, our companies and our value to our communities!

PACA Board and Associate Board Seek Candidates for 2024 Election

Both the PACA Board of Directors and the Associate Board of Directors are seeking candidates for the 2024 election for a 3-year term from 2025 to 2027. Interested candidates should email their interest and qualifications to the appropriate staff liaison.

The PACA Board is open to any member producer of concrete, aggregates and/or cement only. The Associate Board is open to any supplier business partner that is a member of PACA.

Please note that the PACA bylaws state "one company, one vote," therefore if there is a representative from your corporate entity currently sitting on the either board, another candidate is ineligible to serve.

Deadline is August 30th to respond.

It's time to think AWARDS as the PACA Annual Meeting and Honors Program is closing in.

Excellence in Concrete Recognition Awards

During the Honors Program, PACA bestows the Association’s Excellence in Concrete Recognition Awards to those outstanding projects that highlight what makes this industry great. The Recognition Awards honor those projects that show superiority and distinction in the areas of commercial, residential, decorative projects and/or other projects, companies or people of note in Pennsylvania.

The guidelines for nomination eligibility for these awards are available here. In order to be considered for the concrete awards, please submit all required materials to Ken Crank by no later than September 27th.

Ambassadors of the Industry Hall of Fame

The workers of the aggregates, concrete and cement industries in Pennsylvania have helped to make our state what it is today! The PACA Hall of Fame was established in 2000 to recognize outstanding individuals in the industry for their outstanding achievements and their contributions to their country, their community, their company and/or the industry as a whole.

Nominees may be recognized by their companies or peers for significant contributions including, but not necessarily limited to, loyalty to a company through long term employment, leadership, safety, ingenuity, service to the community, service to their country, and/or stewardship to the environment.

Honors Program Recognition

While the Ambassadors of the Industry Hall of Fame and the Excellence in Concrete Awards mentioned above have been a part of the PACA Honors Program for many years - it was greatly expanded in 2018. This enhanced program is an honored and cherished portion of the Annual Meeting in Hershey and we would value the opportunity to highlight your and/or your company's accomplishments at the meeting.

Honors may include the aforementioned PACA Ambassadors of the Industry Hall of Fame and the Excellence in Concrete Recognition Awards, as well as, national award recognition, and any other special acknowledgements that your company or an employee of your company has received and you would like highlighted in front of your industry peers.

Engage our Congressional Members in DC

Our national organizations, National Stone, Sand & Gravel Association, and the National Ready Mixed Concrete Association, in addition to the National Asphalt Pavement Association are hosting a joint Hill Day in late September.

It is about time that we speak directly with our elected members in-person to explain our issues and concerns. We owe that to our employees and our families! There will be no better time to get their attention right before the November General Election with all 17 US House members seeking re-election and 1 Senate seat up for grabs.

The national Government Affairs staff will be scheduling the visits and providing key national issues to raise at our meetings. We will also pull together our own concerns to share with the policymakers. There will be plenty of online education in advance and at the meeting.

The Hill Day is scheduled on September 26 and there is a fee to participate.

Young Leaders to Hold Election at October Conference

One of the agenda items at this conference is to elect our next YLDG Vice Chair. The Vice Chair will serve alongside our Chair Elect, Paul McAndrew of Masters RMC, Inc. for a two-year term of 2025 and 2026.

Announcing Our Superintendent Workshop & Industry Tours

PACA will be holding our Superintendent Workshop, which includes industry tours as part of the day's agenda, on Thursday, September 19th in Nazareth, PA.

The day's agenda includes presentations on processing and crushing trends offered by Terex and a panel presentation on advancements in blasting including representatives from Austin Powder, Wampum Hardware and Orica.

The workshop will be held in the conference room of ASGCO "Complete Conveyor Solutions" and the company will be offering an truly interesting tour of their onsite facilities.

The final presentation of day will be very unique opportunity for our quarry superintendent audience. Quarries are run by hardworking professionals using similar processing equipment to deliver quality construction materials. The Superintendent Workshop agenda will feature a tour of Heidelberg Materials’ Nazareth cement plant which will expose our attendees to a different quarrying process. They are focused on the delivery of material for the kiln unlike the quarries processing aggregates or asphalt plants.

State Transportation Commission Adopts Updated 12-Year Transportation Program

The State Transportation Commission (STC) today adopted the 2025 12-Year Transportation Program (TYP). The plan anticipates that $88 billion will be available over the next 12 years for improvements to roads, bridges, transit systems, airports, railroads, and active transportation — an increase of more than 5% from the 2023 TYP.

The TYP, PennDOT's official mid-range planning tool, lists statewide planned projects across all modes of transportation and assigns funding over a 12-year period. The TYP also highlights some of PennDOT's initiatives and accomplishments over the past two years ranging from the modernization of train stations to implementing innovative strategies and the latest technologies to enhance safety and efficiency across a wide range of operations.

“Transportation planning is a lengthy and collaborative process. By the time a new project starts in your neighborhood, it's already several years old," said PennDOT Secretary Mike Carroll. “PennDOT is always seeking ways to improve transportation infrastructure, and we look forward to putting the next 12 years of improvements into motion for travelers around the state."

The newly adopted program, which takes effect October 1, 2024, anticipates the following funding availability in the first four years of the TYP from federal, state, and local sources:

  • $16.4 billion for state highway and bridge projects
  • $12.5 billion for public transit
  • $352 million for multimodal projects
  • $236 million for rail freight
  • $175 million for aviation

Four Rural Planning Organizations, 19 Metropolitan Planning Organizations and one independent county partnered with PennDOT to review and develop the update. Now that the STC has adopted the update, it has been submitted to the Federal Highway Administration (FHWA) and the Federal Transit Administration for review. The FHWA coordinates with the U.S. Environmental Protection Agency to review the plan's conformity with air quality requirements.

Public input early in the TYP planning process played a key role in identifying investments in the various transportation modes.

The State Transportation Commission is chaired by the PennDOT Secretary Mike Carroll and consists of ten appointed citizens as well as the majority and minority chairs of the state House and Senate Transportation committees. Pennsylvania State Law, Act 120 of 1970 requires PennDOT to prepare, update, and submit Pennsylvania's TYP every two years to the STC.

Biden-Harris Administration Announces Label Program to Bolster U.S. Manufacturing of Cleaner Construction Materials

Program will support the Administration’s initiative to “Buy Clean” construction materials from U.S. manufacturers as part of the Investing in America Agenda

Aug. 7, the U.S. Environmental Protection Agency announced its plan for implementing a new label program to boost clean American manufacturing by helping federal purchasers and other buyers find and buy cleaner, more climate-friendly construction materials and products. The label program is made possible by a $100 million investment in the Biden-Harris Administration’s Inflation Reduction Act and aims to cut climate pollution linked to the production of construction products and materials, which accounts for more than 15% of annual global greenhouse gas emissions. The Inflation Reduction Act invests billions of dollars to reduce industrial emissions while supporting good union jobs, greater equity, and a strong manufacturing base, including $350 million to support EPA’s efforts to reduce greenhouse gas emissions from construction materials.

“Thanks to President Biden’s Inflation Reduction Act, America has an opportunity to lead the world in developing cleaner construction materials to cut climate pollution and reap unprecedented economic opportunities,” said Assistant Administrator for the Office of Chemical Safety and Pollution Prevention Michal Freedhoff. “By clearly labeling what ‘buy clean’ means for products like concrete, glass and steel, EPA will help accelerate demand for these materials and continue to build the clean energy economy.”

“The Inflation Reduction Act is the most significant carbon-cutting piece of legislation in history,” said Elliot Doomes, Commissioner of the Public Buildings Service at the U.S. General Services Administration. “GSA is proud to work with the EPA, other government agencies, and private industry to use our buying power to drive the development of more sustainable building materials, create good-paying jobs, and lower operating costs for the American taxpayer. This program will accelerate our efforts to achieve a net zero federal footprint and catalyze American innovation.”

“The use of lower carbon materials, that have the durability of conventional materials while lowering greenhouse gas emissions, is one pathway that FHWA is pursing to help us achieve President Biden’s goal of net zero emissions by 2050,” said Federal Highway Administration (FHWA) Associate Administrator for Infrastructure Hari Kalla. “EPA’s announcement today supports transportation agencies throughout the country with tools to ensure we are appropriately implementing low carbon materials.”

Today’s announcement builds on EPA’s selection of 38 organizations in July to collectively receive nearly $160 million to help businesses develop Environmental Product Declarations (EPDs), which report climate pollution linked to the production of construction materials and products. These efforts will bolster the competitiveness of U.S. manufacturers, which are among the cleanest in the world in key sectors.

The label program will define what constitutes “clean” construction materials in support of the Biden-Harris Administration’s Federal Buy Clean Initiative, which aims to grow the market and reward innovation for American-made, lower-carbon construction materials. EPA anticipates that labeling requirements for each product type will be periodically reviewed and updated every two to four years to respond to and drive market shifts and help users meet sustainability objectives. The Inflation Reduction Act also provides more than $2 billion to the General Services Administration to use clean materials in the construction and renovation of federal buildings and $2 billion to the Federal Highway Administration to incentivize or reimburse the use of clean construction materials in transportation projects. Federal purchasing plays a significant role in industries like concrete, as federally funded government purchases account for more than 50% of all concrete poured in the U.S. every year. Materials and products that earn the new label will be listed in a central, publicly accessible registry, making it easier to identify - and purchase - these materials.

EPA’s label program will prioritize steel, glass, asphalt and concrete, as there are significant opportunities to reduce climate pollution from these materials and they represent the vast majority of construction materials and products that government agencies purchase with federal funds.

EPA also issued several supporting documents to help implement the label program, including Product Category Rule (PCR) Criteria – guidelines for developing EPDs, the disclosures that communicate climate and other environmental impacts of products. Other documents published today outline key remaining data gaps, provide a methodology for assessing life cycle data quality, and describe other federal data quality improvement activities.

EPA developed the Label Program Approach and PCR Criteria with input from stakeholders, including the Department of Transportation’s Federal Highway Administration, the General Services Administration, the Department of Defense, the Federal Emergency Management Agency, and other federal agencies. The agency also considered public comments solicited through Notices of Availability published in the Federal Register earlier this year and a 2023 Request for Information.

EPA will continue to seek stakeholder input on the ongoing development and implementation of this program. Next, EPA will request input on the draft conformity assessment system, which is a rigorous process for verifying a product or material has earned the label. EPA will also request input on the first draft product type threshold(s), which will set standards to determine which construction materials and products will be eligible to carry the label based on information from EPDs and other data sources.
