Safety and Health Community Meeting with NSSGA

Proposed Revisions to Baghouse Fines Permit

Through a technical working group with the Pennsylvania Asphalt Pavement Association (PAPA), revisions have been proposed to the WMGR028 DEP Waste Permit which is set to expire in 2026. If you would like to provide feedback on the revisions, please email Megan Dennis.

PACA Support at the 3rd Annual KPH Golf Classic

Senator Kristin Phillips-Hill welcomed supporters to the Country Club of York earlier this month for the Annual KPH Golf Classic. The weather unfortunately did not allow the renowned golf course to be played, however attendees enjoyed the dry clubhouse. PACA was a tournament sponsor and the PACA Staff made the most of the event by speaking with Senator Phillips-Hill and Senator Kim Ward.

Strengthening Connections: NRMCA Exterior Flatwork Finisher Classes Bring Together Contractors and Designers

This spring, three NRMCA Exterior Flatwork Finisher Certification classes brought together a unique mix of professionals—contractors and members of the design community—for a shared learning experience focused on high-quality concrete flatwork. Hosted by Centre Concrete, Bryan Materials Group, and Delaware Valley Concrete, the sessions welcomed 49 contractor participants and 34 design professionals.

The collaborative setting created an ideal environment for two-way learning. Contractors deepened their understanding of design expectations, while designers gained firsthand insight into practical construction challenges and finishing techniques. This exchange of expertise proved invaluable in building mutual respect and aligning goals for better project outcomes.

By bridging the gap between field and design, these classes underscored the importance of communication and shared knowledge in delivering durable, high-performing concrete flatwork. Many thanks to our hosting partners for their commitment to quality and education in the concrete industry.

Hands-On Training Highlights Flatwork Best Practices at Elk Creek Ready Mix

Concrete professionals from across the region gathered last week at Elk Creek Ready Mix for an Exterior Flatwork Finishers Workshop designed to elevate craftsmanship, safety, and quality on the job site. The one-day event offered hands-on instruction for both seasoned finishers, newcomers and specifiers, with a strong focus on real-world techniques and industry standards.

Hosted at Elk Creek’s facility in Fairview, PA the workshop covered everything from placing methods to joint layout, finishing techniques, and curing practices. Attendees participated in a classroom presentation in addition to a concrete placement. 

“This kind of hands-on training is critical for advancing concrete knowledge in the field,” said Morgan Gilmore at Elk Creek Ready Mix. “It gives workers the opportunity to ask questions, try techniques, and see best practices in action.”

PennDOT Names Bridenbaugh Chief Materials Engineer

PennDOT has recently announced that Garth D. Bridenbaugh, P.E., has been selected as the Chief Materials Engineer for the Bureau of Construction and Materials’ (BOCM) Materials Division effective June 7, 2025.

Garth began his career with PennDOT’s Engineering District 9-0 in 1997 as a Civil Engineer Trainee. After completing his trainee program, he progressed through the ranks as a Civil Engineer, Senior Civil Engineer Supervisor, and Civil Engineer Manager. In 2006, Garth accepted a position in Central Office as the BOCM’s Construction Quality Assurance Division (CQAD) Team Leader for Districts 2 and 9. In 2019, he became District 9’s Construction Services Engineer.

Since February 2025, Garth has been serving as the BOCM’s CQAD Chief. He earned a Bachelor of Science degree in Civil and Environmental Engineering from the University of Pittsburgh and is a licensed Professional Engineer.

We look forward to working with Garth to continue our partnership with the Department.

Derek Ridinger Joins GTA

Derek Ridinger, P.E., with 13 years of professional experience, specializes in providing geotechnical engineering and construction observation and testing services for a wide variety of projects including residential, commercial, institutional, multi-use, high-rise residential, industrial parks, solar, electric transmission, oil and gas, and PennDOT projects. He earned his Bachelor of Science degree in Civil and Environmental Engineering from Lafayette College and is a registered professional engineer in Pennsylvania and New Jersey.

As an Associate with GTA’s York, Pennsylvania office, Derek is responsible for management of the geotechnical group, including proposal preparation, execution of subsurface explorations, and the geotechnical analyses and subsequent reporting for a wide range of projects requiring carbonate studies, sinkhole repair, shallow and deep foundations, ground improvement, stormwater management, retaining walls, steepened and reinforced soil slopes, dam stability, and pavement design.

Derek is also responsible for geotechnical observations and recommendations during construction including proposal development, contract execution, and client consultation.  Construction phase services include the monitoring, testing, and evaluation of structural fill placement, infiltration testing, settlement monitoring, slope stabilization, foundation and pavement construction, retaining walls, and other geotechnical-related construction activities. He is also responsible for staff training and management, business development, and client satisfaction.  

With hundreds of infiltration projects completed and the ever-changing stormwater landscape in Pennsylvania, Derek has specialized in helping clients navigate the new NPDES permitting requirements to provide an economical, site-specific solution to satisfy state regulations.

ISEE Chapters To Host a 2025 Blasters’ Training

The Eastern Pennsylvania & Mid-Atlantic ISEE Chapters will host a 2025 Blasters’ Training on Thursday, July 10, 2025 at the Blair County Convention Center, located at One Convention Center Drive, Altoona, PA.

Registration begins at 7:00am and the training will run from 8:00am – 5:00pm. Registration includes the training, lunch and breaks.
