PennDOT has informed industry that for new construction projects, without prior year funding (pre-July 1, 2025), starting after July 1st payments can be processed but will not be paid by the Treasury until the Budget is passed. Invoices for projects that were underway prior to July 1st, and work that is done after July 1st, may pay using the prior year funds.
A similar policy would be in effect for any PennDOT bid material (i.e., antiskid, etc.).
Finally, based on recent actions by the PA House and the PA Senate, the budget is at an impasse without clear path to finding a quick resolution. Keep in mind that a version of a 2025/2026 budget may not be approved as late as December 2025.
