To Our PACA Membership,

As your Chair, I’m thrilled to share how strong this year’s PACA Annual Meeting and Honors Program is shaping up. From November 16–18, 2025, we’ll gather at the Hotel Hershey for what promises to be one of our best programs yet.

We’ll open on Sunday evening with a reception to welcome Seth Grove, PACA’s next President. This will be a special opportunity for members to connect with Seth as he prepares to lead our association into the future.

The days that follow are filled with value. Anirban Basu of Sage Policy Group will deliver his always-insightful economic outlook, and Chris Norris will provide PennDOT and national updates. We’ll hear directly from Pennsylvania Treasurer Stacey Garrity, and on Tuesday, Kellyanne Conway will offer a keynote address on today’s political landscape.

Alongside these sessions, members will benefit from regulatory and operations case studies, exhibitor engagement opportunities, and plenty of time to network and share ideas. Our Young Leaders and PELA participants will be active throughout the event, with a lounge, networking events, and a capstone presentation to showcase their growth. And, they ask you all to sharpen up those voices, practice your favorite tune and join in on the night of karaoke fun on Monday evening.

We’ll also take time to celebrate excellence. The PACA Honors program will recognize Hall of Fame inductees, award winners, and graduates of PELA – a highlight of our time together each year.

This program blends industry intelligence, advocacy, and recognition with the connections that make PACA so strong. I encourage you to mark your calendars now and make plans to join us in Hershey. More details on registration will be coming soon.

Exploring New Uses for Excess Fines: Call for Aggregate Producers

Durability Engineers, led by Stephen Stacey, is seeking aggregate producers who generate excessive fines that could be transformed into an alternative supplementary cementitious material (SCM). This innovative research aims to turn what is often considered a waste product into a valuable resource for sustainable concrete production.

To determine whether fines are suitable for the beneficiation process, certain compositional requirements must be met. These can be evaluated using X-ray Diffraction (XRD) and X-ray Fluorescence (XRF) analysis. If producers already have XRD, XRF, and Particle Size Distribution (PSD) data available, sharing these results in advance would be extremely helpful.

Researchers are also interested in understanding the volume of fines produced at each plant and any relevant details about plant locations.

Aggregate producers interested in contributing to this research are encouraged to reach out directly to Stephen Stacey and Anthony Bentivegna.

This is an opportunity to be part of a forward-thinking project that advances both material efficiency and environmental sustainability in the concrete industry.

PACA Provides Concrete Education to Grassbusters Limited

On August 27, 2025, the Pennsylvania Aggregates and Concrete Association (PACA) delivered an NRMCA Exterior Flatwork Finishers Certification Class to Grassbusters Landscapers. The training, led by PACA’s Ken Crank and Susan Armstrong, brought 20 employees together for a hands-on learning experience.

PACA is committed to raising the bar for quality concrete construction across Pennsylvania by providing education and certification opportunities to contractors, engineers, and specifiers. Programs like the Exterior Flatwork Finishers Class give crews the technical knowledge to place, finish, and cure concrete properly, while also reinforcing industry best practices and safety.

By partnering with companies like Grassbusters Limited, PACA continues to expand access to workforce development programs that strengthen both the industry and the communities it serves.

Case Study Presentations - Deadline Extended

REMINDER:

We will be holding a breakout session at this year’s Annual Meeting—specifically designed for our Associate Business Partner Members to showcase real-world solutions through case study presentations. This is your chance to share your expertise, demonstrate innovative thinking, and highlight the strategies your team has used to overcome challenges and deliver value to customers.

Presentation Guidelines:

  • Each presentation will be limited to 15 minutes—timing will be strictly enforced.
  • Content must be informative and educational, not promotional or sales-oriented.
  • Presentations should focus on a genuine problem and a practical solution applying to a case either within or outside of Pennsylvania, however, there must be relevance to companies operating in Pennsylvania.
  • PowerPoint slides and/or video elements may be included, but must fit within the 15-minute window.
  • All presenters must be PACA members and registered attendees of the Annual Meeting.

How to Submit:
Submit the following materials to Kallie Kline at [email protected] no later than September 8, 2025:

  1. A completed submission form (FOUND HERE)
  2. A copy of your PowerPoint presentation and/or video
    If files are too large to email, we recommend using a free WeTransfer account.

All proposals will be reviewed by PACA’s Operations Community, and selected presenters will be notified by mid-September. Please note that presentation slots are limited, and not all proposals will be accepted.

PACA's Annual Meeting is scheduled for Monday, November 17 and Tuesday, November 18, 2025, at the Hotel Hershey, Hershey, PA.

Why Vulcan Materials Company Stocks Naloxone at All Operating Facilities

SAFE Project’s Senior Director of Workplaces, Cal Beyer, recently interviewed Chad McDougal, Vice President of Safety, Health & Environmental at Vulcan Materials Company. Vulcan Materials Company is a Fortune 500 enterprise with top-down commitment to safety, quality, and sustainability. 

Beyer spoke with McDougal about why and how Vulcan Materials Company decided to stock naloxone at all of the company’s operating facilities.

Beyer: When did you and your team decide to stock naloxone in workplaces and on jobsites?

McDougal: We began discussing the issue in late 2023 and decided to move forward with the project in the spring of 2024. The keynote you delivered in Dallas in February 2025 reinforced that we made the right decision to stock naloxone in our operating facilities. 

Beyer: Approximately how many employees and total work sites does Vulcan Materials Company have? 

McDougal: Vulcan Materials Company has over 12,000 employees working at, in or from approximately 550 operating facilities.
