PACA's Chairman of the Board Addresses Membership

PACA’s Chairman of the Board – Jeff Detwiler, New Enterprise Stone & Lime Co., Inc., recently addressed the PACA membership via the monthly Members Forum Meeting. Jeff’s goal was to update the membership on how the association is “Building Momentum” as we head into 2024.

Thank you for being with us today. I hope that you and your family had an enjoyable Thanksgiving holiday weekend.

For those of you that attended the Annual Meeting earlier this month, you have heard me speak about our 2024 Theme for our Association....BUILDING MOMENTUM. 2023 has been a significant milestone for our Association as we have reorganized our member programs and realigned our staff to deliver on the 2022-2025 Strategic Plan.

We added Susan Armstrong, Director of Specifications & Sustainability, and Tricia Lingenfield, Administrative Assistant. The growth of our staff is driven by our 2022-2025 Strategic Plan that was approved by the Board in 2022.

The Board has supported the risk associated with the growth of our staff and programs. The 2023 approved budget was in the negative, but the year-end forecast shows that the staff have done a good job of minimizing the financial impact. Overall, our finances are in a good place according to association accepted practices.

We would not be able to talk about Building Momentum unless you set the baseline. For the first time in the history of our Association, we commissioned a professional and well-respected polling firm to conduct a Member Satisfaction survey. The results were shared at the inaugural Townhall meeting this past Spring and we were impressed with the positive ratings and feedback received from the membership. Now, we have set the standard from where we will continue to build our Association and support our members.

Looking ahead to 2024, we have set greater expectations of our team of professionals. First and foremost, we all recognize that our PACA staff will be in transition over the next few years and that we need to find the right individuals to step into the big shoes of our retiring staff. Josie Gaskey will be retiring in April 2024 and the search for her replacement has been ongoing. We believe that we have found a candidate that will help to grow our Environmental, Safety and Health program as our member companies are faced with significant challenges from both national and state regulations.

We continue to leverage technology to drive the importance of our construction materials to designers and specifiers. At the Annual Meeting, we previewed the latest initiative based on a Learning Management System (LMS). You will be hearing more about that both in educating external industry stakeholders and our growing new workforce. We hope that you will partner with us to deliver this new learning platform.

Finally, we must become serious about the industry's public face. Our current website, which was unveiled a few years back, was internally focused since its primary mission was to build our community of members. For our members' companies to succeed, we need to take a more external approach that speaks to the value of our industry and the critical materials that our employees produce and deliver each and every day. We will no longer hide hoping the policymakers and regulators will not find us. We must stand up and share our story of how aggregates, ready mixed concrete and cement have built and rebuilt our Commonwealth and our nation! We have nothing to fear any longer! The new PACA website to be launched in 2024 will become our megaphone.

PACA Elects New Board of Directors at Annual Meeting

The Pennsylvania Aggregates and Concrete Association (PACA), the leading voice for the crushed stone, ready mixed concrete, sand and gravel, and cement industries in Pennsylvania, today announced the board of directors elected at the annual meeting.

Jeff Detwiler, president of materials of New Enterprise Stone & Lime Co., Inc., continues serving as board chair. Jamie Stilley, president of Amerikohl Aggregates Inc., and Travis Rohrer, president and CEO of Rohrer’s Inc., also continue their terms as vice chair and secretary/treasurer, respectively.

The following directors were elected to the board:

  • Jason Blase, Conewago Ready Mix.
  • Andy Lawrence, P.E., M and B Ready Mix Inc., dba DuBrook.
  • Tom Bryan III, Bryan Materials Group.
  • Ron Kurpiel, Heidelberg Materials.
  • Paul McCarthy, Pennsy Supply Inc., a CRH Company.
  • Rory McCoy, Centre Concrete Co.
  • Greg Reshenberg, Wendell H. Stone Company Inc.
  • Dan Schaffer, Heidelberg Materials.
  • Rob Stewart, York Building Products.
  • Josh Williams, Buzzi Unicem USA.

PACA’s annual meeting took place from Nov. 13 - 14 in Hershey. The event included two keynote addresses, a Portland Cement Association economic conference, breakout sessions, networking opportunities, presentation of the PELA's capstone project, the Honors Program ceremonies and more.

Associate Board Holds Several Elections During the Annual Meeting

PACA’s Associate Members attending the Annual Meeting cast their votes to elect new members of the Associate Board of Directors at the Annual Meeting in Hershey.

The following Associate Board Members were initially voted in during the Annual Business Meeting of the membership in Hershey:

Shane LaGray, Main Drilling & Blasting

Lee Miller, IMA, Inc.

Nathan Moore, Continental Placer, Inc.

At the conclusion of the Annual Meeting, the Associate Board of Directors met to hold elections, per their bylaws, to elect their incoming Chair and Vice Chair.

Congratulations to Greg Donecker, Kemper Equipment, elected as Chairman of the Associate Board, and Nathan Moore, Continental Placer, Inc., elected as Vice Chairman of the Associate Board. Through his position as Chair, Greg will sit on the PACA Board of Directors with voting rights therein and Nathan will sit on the full Board as well as a non-voting member. Greg and Nathan’s terms expire in 2026.

Following this election, a seat was left vacant as Nathan moved into the Vice Chair position. The Associate Nominating Committee made a recommendation on a candidate to fill that position and the Associate Board held their own election to fill that seat until the full membership as the opportunity to vote at the next Annual Meeting.

We would like to congratulate Chris Balshi, Maurer & Scott Sales, Inc. on being elected to the Associate Board of Directors.

Congratulations 2023 Hall of Fame Inductees

It is our extreme pleasure to congratulate this year's inductees in the PACA Hall of Fame.

It is amazing to realize that this year marks 23 years of the PACA Hall of Fame.

This year’s two inductees make 125 distinguished industry representatives in the Hall of Fame rolls.

There are many ways to recognize outstanding employees through the PACA Hall of Fame.

  • Employment Longevity
  • Safety Record
  • Community Service
  • Military Service
  • Industry Leadership
  • Environmental Stewardship
  • Company Loyalty

And these are just a few examples. Think about your day-to-day interactions with those in your company. Is there someone that stands out? Is there someone that you’ve been trying to figure out a way to recognize them for their contributions to your company, their community or our country? The PACA Hall of Fame is the logical answer. This is the highest honor you can bestow on your employees to recognize them.

The following individuals are prime examples of this.

Congratulations to Jerry Chaplin and Dan Martin of New Enterprise Stone and Lime Co., Inc. for being inducted in the Hall of Fame Class of 2023.

Jerry has been inducted for his commitment to the ready mixed concrete industry as production manager at New Enterprise Stone & Lime Co., Inc. and for his commitment to always delivering a resilient, sustainable and quality product to his customers.

Dan’s recognition comes from his lifelong work in the concrete industry; his service as a leader and colleague in the New Enterprise Stone & Lime Co., Inc. family; and above all, for his love and dedication to his own family.

Concrete Recognition Awards Ceremony Recap

The PACA Annual Meeting was the setting for our 2023 Concrete Recognition Award winners. This year saw us present the Project of the Year award to Frank Bryan Incorporated and Mascaro Construction in the Commercial Buildings category.

The project, UPMC Mercy Pavilion was a 442,000 square foot, 10 story tower that required over 60,000 cubic yards of concrete. A total of 11 mix designs were utilized on the project including designs exceeding 7,000 and 10,000 psi. Those mixes accounted for over 28,000 cubic yards. It is a wonderful project.

Additionally, PACA presented the Hank Bauer Captains of Concrete Award to Byler Materials Group (Boger Concrete) and Pennsy Supply, a CRH Company who partnered to support a Habitat for Humanity project that was constructed in nearby Steelton. The companies donated over 125 cubic yards of concrete for the footers, sidewalks and ICF (insulated concrete form) walls .

Habitat for Humanity (nationally) and Build With Strength are part of a program that will provide at least one ICF constructed home in each of 50 states nationally. This was the first in Pennsylvania. Habitat for Humanity of Greater Harrisburg's Executive Director, Serina Gaston, was on hand to discuss the project, as well as future plans for a second home being built on the same site.

Congratulations PELA Class of 2023!

Congratulations to all the graduates of the PACA Emerging Leaders Academy Class of 2023!

Those who have not experienced PELA may not understand the time each class spends with not only each other, but myself as well. I am with them every step of the way.

PELA 1 brought to tears to my eyes on their graduation day. The bond among myself and the members of that class is still very near and dear to my heart.

PELA 2 came through one of the hardest challenges I’ve ever experienced in my personal life and they helped me through it more than they will ever know. To say both PELA 1 and PELA 2 were like family to me is an understatement.

And, now, PELA 3… between moving into a new house and the death of my beloved grandfather, I didn’t get to spend nearly as much time with them one-on-one as I did the past two classes, but to say they mean anything differently to me because of that would be completely wrong. I continue to treasure this program and the people that go through it over any experience I’ve had in my entire career with PACA.

Each class brings a unique perspective and outlook on the industry and life in general. This year’s class was truly impressive with their drive, their professionalism and their inquisitive way of looking at the leadership principles presented throughout the program.

I will miss you all so much when we do not have the opportunity to see each other monthly in 2024, but I look forward to seeing who may step into the Class of 2024 and what they may bring to the program and the industry.

To the Class of 2023, my wish for you is that you continue to impress those you come in contact with in your professional careers as you did all of us and that you achieve each and every goal you set for yourself both personally and professionally. I know the future holds nothing but greatness for all of you. Once again, congratulations to you all and wishing all the very best!

PACA Staff Addresses Michael Baker International

On November 21, 2023, Ken Crank (PACA), Susan Armstrong (PACA) and Shawn Kayln, St Mary’s Cement, had the pleasure of meeting with Michael Baker International engineers at their Coraopolis location for a presentation on Type IL cement. Also joining the presentation was Justin Bryan, Bryan Materials Group.

The presentation included ten members of their firm and good discussion followed on benefits of Type IL, potential challenges, and the reduction of the carbon footprint of concrete by incorporating Type IL in concrete mixes. Also discussed were the benefits of performance-based specifications, and how they can improve and be incorporated in specifications.

Justin Bryan shared his experience with performance-based specifications on several projects and how they benefited not only the projects, but the environment by reduction of the carbon footprint.

Blasting Update

In case you didn’t make our Annual meeting, one of the focused environmental sessions was on blasting. This was due to challenges with a lack of understanding as to DEP’s blasting processes. DEP’s Ross Klock gave a great presentation to clarify what you may or may not already know with respect to blasting.

PACA Members Invited to QAW Workshop

Please join DDOT in attending the 56th Annual Mid-Atlantic QAW on February 6-8, 2024.

The QAW is comprised of State DOTs District of Columbia, Maryland, Virginia, West Virginia, Pennsylvania, New Jersey, Delaware, The Federal Highway Administrative and Industry Representatives.

DDOT will host this event at the MGM National Harbor, 101 MGM National Ave, Oxon Hill MD 20745. The Workshop will begin on Tuesday, February 6, at 1:00P.M. and will conclude on Thursday, February 8th at 12:15pm.
