Harness the Power - A United Industry April 2025 PACA Member Update

As we move forward in 2025, I want to take a moment to reflect on the strong momentum that’s been built under the leadership of our immediate past Chair, Jeff Detwiler. Jeff did an outstanding job coining and delivering on the idea of “building momentum”—not just for PACA, but for the entire aggregates, cement and concrete industry across Pennsylvania.

Thanks to his leadership, our relationships with PennDOT, the strength of our communities and our legislative engagement have never been stronger. These are real achievements—but as we all know, momentum requires a power source otherwise it slows down and dies.

That’s where you - our members - a UNITED INDUSTRY - play a pivotal role.

PACA can only be as strong and effective as the members who actively participate in it. Your involvement in PACA meetings, events, and certification programs ensures that we remain informed, aligned, and responsive to the needs of our industry. Whether you're attending a members forum, attending and/or serving on a community, or taking part in one of our certifications, your presence and voice make a difference.

I also want to acknowledge the incredible efforts of our PACA staff - Peter, Kallie, Jim, Ken, Susan, Megan, and Tricia - who continue to make this organization run with professionalism, purpose, and care. And a special thank you to our lobbyist, Hank Butler, whose work in Harrisburg remains essential to protecting and advancing our industry’s priorities, and Jill Helsel Gingrich, our communications consultant, who skillfully positions our messaging to the many external stakeholders.

Young Leaders Conference and Town Hall A Huge Success

Over 50 members of PACA's Young Leaders Community and over 100 PACA members attending the Young Leaders Conference and Town Hall Meeting last week in State College.

While networking opportunities abound, the education brought to all was truly topnotch,

May Members Forum Guest Speaker Announced

The next PACA monthly members forum meeting is scheduled for Thursday, May 8, 2025, at 11:00 AM.

This month's members forum meeting is sponsored by ASGCO Complete Conveyor Solutions.

May is Mental Health Awareness month and to recognize this cause, our guest speaker this month will be Cal Beyer of SAFEproject.

His presentation will be as follows:

“Mental Health Company Check-Up”

  • Engage in a guided discussion on workplace mental health practices. 
  • Plan to share examples of what’s worked in your companies. 
  • Identify obstacles to be overcome. 
  • Learn about Prevention Month (September) and Recovery Month (October) 

As always, the meeting will also include updates by members of the PACA Team and their areas of expertise.

Summer Summit Registration Coming Soon

We are excited to bring our member families together once again at the June Summer Summit.

This year's Summer Summit boasts a new location - from the beautiful waters of the Chesapeake to the breathtaking mountains of the Poconos!  This year, the Summer Summit will be moving to Skytop Lodge in the Pocono Mountains of PA.  The Summer Summit will be held June 22-24, 2025.

This historic property brings our attendees over 5500 acres of activities and networking opportunities, including a refreshing fresh water lake for swimming, an onsite golf course, hiking, and so much more.

The education sessions at this year's Summer Summit cover a gammit of topics including health and wellness, politics and the current business climate.  Elaine Pasqua will provide health and wellness tips helpful to the whole family.  Chris Stirewalt, an attendee favorite from the 2024 Summer Summit, is back to provide more insight on the current political scene in Washington.  Our final speaker on Tuesday morning will be an exciting addition to this year's agenda.  We will be hosting the Sr. Managing Director of Blackstone Financial Group, Mr. Greg Blank, who will be providing his expertise on the current business climate.

Monday afternoon will offer one of the following options:

  • Enjoy the resort with your family
  • PACA's annual Golf Tournament
  • A newly formatted Sporting Clays Tournament
  • A flyfishing excursion which includes both instruction for those new to the sport and the opportunity to fish in the local area - this is limited to the first 25 people to sign up.

As always, we encourage spouses and children at the Summer Summit.  Bringing our families together and building relationships is a key objective to the PACA Summer Summit.

PACA Supports Concrete Education at Penn College Through ACI Certification Program

The Pennsylvania Aggregates and Concrete Association (PACA) is proud to support the future of the concrete industry by partnering with Pennsylvania College of Technology to administer the ACI Concrete Field Testing Technician – Grade I certification program. This collaboration is part of PACA’s ongoing commitment to strengthening concrete science and construction management education across the Commonwealth.

Students enrolled in Penn College’s Concrete Science Technology and Construction Management programs now have the opportunity to earn this nationally recognized certification directly through their coursework. The ACI Field Testing Technician – Grade I certification is an essential credential for anyone involved in concrete testing and quality control, validating their ability to properly perform field tests on fresh concrete as specified by ASTM standards.

By administering the ACI certification, PACA helps students build valuable, industry-recognized skills while still in school, giving them a competitive edge as they enter the workforce. In addition to facilitating the certification process, PACA provides technical expertise, industry connections, and continued support to enhance the hands-on learning experience for students.

This initiative underscores PACA’s dedication to workforce development and its strong relationship with education partners like Penn College. Together, they are paving the way for a highly skilled and knowledgeable concrete workforce in Pennsylvania and beyond.

PACA Presents “Zero Defects Concrete” and “A Day in the Life of a Concrete Cylinder” at Conewago’s Building Forward Educational Day

During Conewago’s recent Building Forward Educational Day, employees had the opportunity to learn directly from two seasoned professionals representing the Pennsylvania Aggregates and Concrete Association (PACA). Susan Armstrong and Ken Crank delivered engaging presentations focused on concrete quality and testing—critical topics for those in the construction and manufacturing industries.

“Zero Defects Concrete” emphasized best practices in placement, finishing, and curing to achieve durable, high-performing concrete. The presentation highlighted the importance of teamwork, communication, and attention to detail in minimizing mistakes and ensuring consistent results.

This presentation was followed with “A Day in the Life of a Concrete Cylinder,” taking the audience through the journey of a concrete test sample—from field collection to lab testing. This provided valuable insights on proper sampling techniques, curing procedures, and the role these cylinders play in verifying the strength and reliability of concrete mixes.

The sessions were part of Conewago’s ongoing commitment to education, safety, and quality improvement. PACA was proud to support this initiative, and both presenters appreciated the opportunity to engage with Conewago’s dedicated team.

BOLDer and PACA Connect with Teachers in the Commonwealth
PACA and BOLDer joined the Mineral Education Coalition (MEC) at the National Science Teaching Association (NSTA) Conference in Philadelphia from March 27-29, 2025. This event was attended by teachers from all over the country, but being on the east coast, many local educators stopped by the booth. Almost 1,500 rock and mineral kits were assembled and brought back to the classroom! PACA was present on the first day, Thursday, and helped hand out 400 copies of BOLDer Magazine. The conference was a successful step in our journey with BOLDer to connect the industry with earth science education in the Commonwealth.

MSHA and OSHA Update from Fisher Phillips

The Safety and Health Community received a virtual update from Partners Arthur and Patrick at Fisher Phillips at the end of March. The key takeaways were:

MSHA

-Surface Mobile Equipment Rule will be enforced so make sure to have your written safety plans

-Enforcement will focus on essential - Mandatory (2s & 4s) v. Discretionary (every tool in the tool box)

OSHA

-David Keeling is the OSHA Nominee - should be confirmed and is industry friendly

-Rollbacks of Biden rules expected, including electronic injury reporting, union walkaround and heat illness prevention 

-State level regulations to become more important - workplace safety / PA Occupational and Industrial Safety

 Following the update, MSHA announced the Silica Rule has been postponed for coal enforcement until August 2025. The noncoal enforcement date of April 2026 remains unchanged as of now.

CDE to Host Open House

PACA member company, CDE plans to host an open house event with innovators Freehaven Materials in Brookhaven, N.Y., on May 14, from 8 a.m. to 4 p.m. EST.

As it is anticipated that demand for aggregates will continue rising across the United States, Freehaven Materials wanted a solution that would turn waste into reusable materials and realized that by venturing into wet washing, they could gain this advantage and generate additional revenue.

In order to meet market demands and support the local industry, CDE and Freehaven Materials have partnered to deliver a 150 tph waste-recycling solution which is repurposing construction, demolition and excavation waste.

Delaware Valley Concrete Donates Truck to Antique Auto Museum

Delaware Valley Concrete Co, Inc. continued to help promote and provide recognition for the strength of the concrete industry by donating a 1957-era ready mixed concrete truck to the Antique Automobile Club of America Museum in Hershey, PA.

The company is celebrating its 70th Anniversary and the truck donation was an important part of the celebration.

Conewago Manufacturing, LLC Announces Acquisition of Hanover Concrete Co.

Combining Two Hanover-Based, Multi-Generation, Family-Owned and Family-Operated Businesses will Expand Conewago Manufacturing’s Service Area and Product Offerings


Conewago Manufacturing, LLC today announced the acquisition of Hanover Concrete Co.  The deal marks a significant expansion of Conewago’s existing ready-mix concrete offerings and service area for residential, commercial, and industrial construction.

The acquisition includes Hanover Concrete Co.’s main facility and retail store in Hanover as well as its Gettysburg Concrete and Shrewsbury Concrete locations. The combined companies will provide ready-mix concrete and associated products and services throughout southcentral Pennsylvania and Northern Maryland. The sale was finalized on April 1, 2025.

David Albright, Hanover Concrete Co.’s President is joining the Conewago team as Vice President of Ready-Mix Sales. All of Hanover Concrete Co.’s employees have been offered positions with Conewago as well.

“Both of our companies are multi-generation, family-owned-and-operated businesses founded and headquartered in Hanover,” said Donald B. Smith, Jr., President of Conewago Enterprises, Inc. “It is an honor to partner with the Albright family to continue their 85-year legacy of offering premium quality ready-mix concrete while expanding Conewago’s service area.”

“Hanover Concrete Co. is excited to join the Conewago Family of companies,” said Albright. “This is a great opportunity and new chapter for our organization, employees, and valued customers.”

Hanover Concrete Co. is a fourth-generation family-owned-and-operated business with more than 85 years of experience offering concrete services, landscaping supplies, and crane and concrete pump rentals. The company’s main location and retail store will remain open at 2000 Carlisle Pike in Hanover.

2025 Aggregates Industry Economic Scorecard Released

The Phoenix Center released its 2025 Aggregates Industry Scorecard on April 9. The Scorecard assessed the aggregates industry's impact on the U.S. economy at the national, state and county levels. This is an update to the Center’s 2017 Scorecard, as it provides a new look at the economic advantages after the passage of the Infrastructure Investment & Jobs Act (IIJA) in 2021.

The scorecard shares that the aggregates industry continues to be a significant contributor to our nation’s economic well-being. The implementation of IIJA, which included approximately $350 billion for Federal highway programs over a five-year period in states and federal projects, showcases the positive effects on the U.S. economy. The industry supports $171 billion in national sales, $55 billion in national earnings (i.e., labor compensation) and nearly 729,000 jobs across a wide range of occupations and industries.

“Our members provide and support the aggregates materials used for residential, commercial and government construction projects, as well as transportation infrastructure including roads, highways, bridges and railroads,” said NSSGA Interim CEO Michele Stanley. “This scorecard proves that the growth of the aggregates industry is necessary for the growth of our overall economy.”

The industry’s economic impact creates a ripple effect on the broader economy. For every job in the aggregates industry, an additional 5.95 jobs across other industries are supported throughout the economy. Each dollar of earnings creates another $4.95 of earnings in other sectors, and each dollar of industry sales produces another $3.29 of sales in other industries.

With the IIJA expiring in 2026, this report highlights the need for lawmakers to increase or at least maintain the existing levels of federal infrastructure investment. Read the Phoenix Center’s full report here.
