The Pennsylvania Aggregates and Concrete Association (PACA) is the industry’s unified voice, representing more than 200 member companies across the state.

PACA monitors and analyzes local, state and federal regulations and advocates for a balanced approach by the regulators.
PACA members and staff work to address technical issues with these common goals: proper use of materials, based upon sound materials engineering practice; protection of member companies and the materials they produce; sustainable use of valuable natural materials – aggregate availability; and, the professional and personal growth of PACA members through their involvement and engagement.

Director of Specifications & Sustainability
Susan comes to PACA from the Central Builders Supply Company, where she most recently served as the company’s treasurer. She also worked as an adjunct professor in concrete science technology at Pennsylvania College of Technology while serving on the PACA board of directors, as the concrete technical community chair and representative on the FHWA-PennDOT State Transportation Innovation Council (STIC).She received her bachelor’s degree from Bloomsburg University in business administration/accounting and a master’s in business management from Bucknell University.

Hank has been PACA’s voice on the Hill since 2011 and has a reputation for getting the job done. His relationship with Pennsylvania legislators is second to none. Director of Technical Services and Codes & Standards Policy
Jim has been with PACA since 2016 bringing decades of knowledge in the concrete industry to the association. He interacts on a regular basis with leaders at PennDOT as the liaison to the Aggregate, the Concrete & the Cement/Cementitious Materials Quality Improvement communities. He also serves on PACA’s technical communities by holding regular meetings with members from industry, PennDOT and the Pennsylvania Turnpike Commission.
Director of Certification & Sustainability
Ken has overseen PACA’s concrete promotion efforts dating back to 2005. Ken is the lead contact for PACA’s ACI certification programs and is available at any time to speak to specifiers and members regarding the benefits of concrete construction.
Director of Environmental, Safety & Health
Megan brings over 12 years of experience, most recently as a senior scientist at Skelly and Loy, a Terracon company. In that role she focused her efforts on coordinating Federal Section 404 of the Clean Water Act permitting and Pennsylvania Chapter 105 permitting by integrating engineering and environmental services, training in jurisdictional wetland identification, data management, threatened and endangered species studies, and the preparation of NEPA documentation.
President & CEO
Seth joined the association as its president & CEO in January 2026. Seth is always available to discuss any issues or feedback with PACA members. He serves as the staff liaison to the PACA board of directors & executive committee and oversees all the day-to-day operations of the association.

Kallie’s first day on the job at PACA began way back in 1995 when she started as an administrative assistant. Today, Kallie is your go to when it comes to membership issues/payments, meetings and events and certifications and trainings offered by the association.
Administrative Assistant
Danielle McKenna is the administrative assistant at PACA, where she supports members, staff, and leadership through day-to-day administrative coordination. She plays a key role in member services, communications, and event support, helping PACA serve Pennsylvania’s aggregates and concrete industries effectively.
