PACA Meets with State House, Senate Members to Discuss Legislative Priorities

HARRISBURG, Pa. (June 3, 2026) — Pennsylvania Aggregates and Concrete Association board and staff members today met with key state House and Senate members and their staff for PACA’s annual Lobby Day. PACA members discussed the industry’s legislative priorities and advocated for policies that address the concerns of the concrete and aggregates community.

PACA leaders outlined their strategic legislative agenda, which is anchored by three primary pillars designed to ensure the long-term viability of the industry: workforce development, aggregates extraction regulations and transportation funding. PACA leadership emphasized that advancements in these critical sectors would be impossible without the legislative backing of General Assembly members.

“We extend our sincere gratitude to the members of the Pennsylvania House and Senate who took the time to meet with our board and staff to discuss the vital priorities of our organization and broader community,” said Jamie Stilley, PACA board chair. “Their ongoing dedication to the materials that shape our state helps build a stronger Pennsylvania. We look forward to the progress and awareness that is possible through their support and partnership.”

In addition to general legislative meetings, PACA leadership held strategic discussions with both the majority and minority chairs of the House Transportation Committee. As key gatekeepers for infrastructure legislation, these committee chairs play an invaluable role in moving proposed bills from the committee floor to final passage.

The productive dialogue focused on aligning industry capabilities with the state’s upcoming infrastructure goals. PACA extends its formal appreciation to all members of the House and Senate who demonstrated a spirit of bipartisan collaboration, working together to understand and advance the strategic goals of the aggregate and concrete communities.
