PACA To Host Crisis Communication Panel During Annual Summer Summit

HARRISBURG, Pa. (June 4, 2026) — The Pennsylvania Aggregates and Concrete Association (PACA) will host its annual Summer Summit conference June 21-23 at Skytop Lodge in the Poconos. Centered around the theme “Crisis Management & Communications: Clear Plans. Strong Voices. Confident Responses,” the event features a lineup of speakers tailored to navigating industry challenges.

Former Gov. Mark Schweiker will join public relations expert David La Torre for a panel titled, “Crisis Communication and Planning: From the Quecreek Mine to 9/11 Perspectives.” The presentation will explore the strategic decision-making and media relations techniques used during both historic events. While the tragic events of 9/11 are what pushed Schweiker into the role of governor and La Torre into the press secretary position, it was the Quecreek Mine rescue mission only nine months later where they managed a high-stakes emergency. Through these firsthand accounts, the pair will speak about the critical need for clear and strong plans in times of uncertainty.

"It is a privilege to welcome Governor Schweiker and David La Torre to the Summer Summit. Their insights into the communication challenges of Quecreek and 9/11 bring unique value to this year's program. We thank them and all of our speakers for sharing their knowledge and experience with our concrete and aggregates community,” said PACA Chairman Jamie Stilley

The three-day conference will feature educational sessions tracking economic and political shifts impacting Pennsylvania. Dr. Nick Anspach from York College of Pennsylvania will give an update on PACA’s Economic Impact Study. Additionally, Athan Koutsiouroumbas of Long Nyquist & Associates will deliver the Pennsylvania Political Review. Returning from last years conference, Greg Blank of Blackstone will present an updated analysis of the current business state.

The annual Summer Summit aims to connect members of the association beyond standard professional and technical communication. Through various introductory and bonding activities, attendees can network and build stronger collaborative relationships across the construction materials industry. This informal setting complements the scheduled educational programming by encouraging open dialogue regarding shared regional challenges and business practices.
