The Pennsylvania Aggregates and Concrete Association (PACA) is the industry’s unified voice, representing more than 200 member companies across the state.

PACA monitors and analyzes local, state and federal regulations and advocates for a balanced approach by the regulators.
PACA members and staff work to address technical issues with these common goals: proper use of materials, based upon sound materials engineering practice; protection of member companies and the materials they produce; sustainable use of valuable natural materials – aggregate availability; and, the professional and personal growth of PACA members through their involvement and engagement.
One of the most effective tools in government relations for an industry is a robust advocacy/grassroots strategy.
In the last legislative session, PACA contributed over $275,000 to its political champions.

HARRISBURG, Pa. (April 20, 2026) — The Pennsylvania Aggregates and Concrete Association (PACA) today announced the signing of a Memorandum of Understanding (MOU) with U.S. Environmental Protection Agency (EPA) Region 3, marking a continued commitment to collaboration on environmental stewardship, best practices and industry innovation.
The agreement underscores a shared vision between the mining and construction materials industry and federal regulators: that economic growth and environmental responsibility can — and should — go hand in hand. Through ongoing dialogue and cooperation, the MOU is designed to strengthen understanding of environmental practices and enhance outcomes at facilities across Pennsylvania and the broader Mid-Atlantic region.
“This MOU represents what’s possible when industry and regulators come together with a common purpose,” said PACA Board Chairman Jamie Stilley. “Our members are deeply committed to responsible operations and environmental stewardship. By working collaboratively with EPA Region 3, we can continue to improve, innovate and ensure that our industry remains a strong, sustainable foundation for Pennsylvania’s future.”
PACA serves as the leading voice for Pennsylvania’s crushed stone, ready mixed concrete, sand and gravel, and cement industries — sectors that play a vital role in building and maintaining the infrastructure that supports thriving communities. The EPA Region 3 office, headquartered in Philadelphia, works to protect human health and the environment across five states, the District of Columbia and tribal nations.
This voluntary, non-binding MOU reflects the good-faith intent of both organizations to foster productive discussions, share knowledge and address environmental challenges facing the industry. It highlights the importance of partnership in achieving meaningful environmental progress while supporting economic development.
"This renewed partnership proves that we don't have to choose between a thriving economy and the health and safety of our communities," said Amy Van Blarcom-Lackey, EPA Mid-Atlantic regional administrator. “From rural farmlands to bustling urban centers, Pennsylvania relies on the concrete and aggregate industry to build and modernize critical infrastructure while maintaining high standards of environmental stewardship. By keeping lines of communication open, we're giving local industry the clarity they need to meet these goals.”
PACA also expressed its appreciation for the continued support of U.S. Sen. Dave McCormick, whose advocacy for Pennsylvania’s mining industry and workforce has helped reinforce the importance of balancing environmental stewardship with economic opportunity.
“We are grateful to Sen. McCormick for recognizing the essential role our industry plays in building strong communities and supporting family-sustaining jobs,” Stilley said. “Together, we can ensure that Pennsylvania continues to grow responsibly for generations to come.”
