HARRISBURG, Pa. (Aug. 31, 2026) — Members of the Pennsylvania Aggregates and Concrete Association (PACA) will gather Sept. 24-25 at the Wyndham Grand Pittsburgh Downtown for the PACA in Pittsburgh Membership Meeting, bringing together industry leaders, producers, suppliers, emerging professionals, PACA staff and business partners for two days of discussion, education and networking.

The members-only meeting will focus on issues affecting Pennsylvania’s aggregates, concrete and cement industries, including advocacy, regulatory and environmental developments, workforce challenges, market conditions and professional development.

A timely discussion will examine Pennsylvania’s rapidly growing data center industry and what Gov. Josh Shapiro’s recently signed executive order could mean for future development. PACA’s counsel, Kevin Garber, will discuss data center development in the context of the new requirements established by the governor, including implications for infrastructure, energy demand, permitting, environmental considerations and economic development.

“There continues to be a lot happening in our industry right now—new development, infrastructure needs, workforce issues and regulations,” said Jamie Stilley, PACA board chair. “This meeting is one of the best formats for our members to get up-to-the-minute information directly from the people closest to these issues, ask questions and have a real voice in the conversation. In a beautiful setting, it creates the kind of open dialogue that helps PACA stay focused on what our members need.”

“Our industry is navigating a lot of change, from new development and infrastructure needs to workforce and regulatory challenges,” said Jamie Stilley, PACA board chair. “This meeting gives our members a chance to hear directly from the people working on these issues, ask questions and share their perspectives. Those conversations are important to making sure PACA continues to represent the needs of its members.”

The meeting begins Thursday, Sept. 24, with a networking reception, followed by a special celebration of the 10th anniversary of PACA’s Young Leaders Program aboard the Gateway Clipper Fleet’s “The Princess.” The anniversary celebration will recognize the program’s contributions to the industry and its role in developing the next generation of professionals in Pennsylvania’s aggregates, concrete and cement industries.

On Friday, Sept. 25, PACA members ages 40 and under, members of the Pennsylvania Energy Leadership Academy (PELA) Class of 2026 and PELA alumni will participate in education sessions covering workplace safety, work-life balance and workforce development. Speakers include Ryan Hauser of Rolling Rock Equipment and Joanna Dickert, associate dean of educational experience assessment and director of the Core Competencies Initiative at Carnegie Mellon.

Meanwhile, members will participate in the General Membership Meeting, which will feature updates from PACA leadership and staff. In his president’s update, Seth Grove will address several priorities shaping PACA’s work in the year ahead, including new advocacy software platforms scheduled for full implementation in 2027, the association’s Economic Industry Study, PACA’s office expansion, cement tariffs and potential marketplace impacts, and a preview of the Annual Meeting in November and the association’s priorities for 2027.

The meeting will conclude with a member question-and-answer session, giving members a chance to raise questions, share concerns and help shape PACA’s priorities.

“A strong association brings people together, keeps them informed and makes sure their voices are heard on the issues that affect their businesses,” Stilley said. “There is a lot happening across Pennsylvania and within PACA. This is a great opportunity to get everyone in the room, have the right conversations and keep moving forward together.”
