The Pennsylvania Aggregates and Concrete Association (PACA) is the industry’s unified voice, representing more than 200 member companies across the state.
Creating a unified and strong voice for our industry.
PACA monitors and analyzes local, state and federal regulations and advocates for a balanced approach by the regulators.
PACA members and staff work to address technical issues with these common goals: proper use of materials, based upon sound materials engineering practice; protection of member companies and the materials they produce; sustainable use of valuable natural materials – aggregate availability; and, the professional and personal growth of PACA members through their involvement and engagement.
One of the most effective tools in government relations for an industry is a robust advocacy/grassroots strategy.
In the last legislative session, PACA contributed over $275,000 to its political champions.

PACA offers comprehensive concrete certification programs for ACI, in central Pennsylvania, as well as NRMCA, and PennDOT across the state.
Membership has its privileges - most of PACA's events are open to PACA members only.

This program provides free continuing education to the design and specifying communities. There are currently four courses available, ranging from 30-60 minutes focused on the cement, aggregates and concrete industries. You'll receive a certificate of completion once you pass a quiz. The bookmarking feature allows you to leave the course and resume where you left off when you return.
HARRISBURG, Pa. (July 8, 2026) — The Pennsylvania Aggregates and Concrete Association (PACA) is thrilled to announce Masters Concrete as the inaugural winner of the Community Relations Excellence Award for Aggregate, Cement and Concrete Education. Marking the first time the award has been given, the company was recognized for its outstanding partnership with local youth to spotlight the industry.
Masters Concrete earned the top honor for its initiative supporting local students competing in the What’s So Cool About Manufacturing video contest, an independent competition produced by the Northern Tier Regional Planning & Development Commission (NTRPDC). In late 2025, Masters Concrete teamed up with students from the Blue Ridge School District, hosting them for a full day of hands-on learning. The students explored raw material extraction, safety procedures, concrete production and product testing.
“Educating our communities about the essential role of the aggregates and concrete industries is vital for our future,” said Seth Grove, president and CEO of PACA. “Masters Concrete’s collaboration with the Blue Ridge School District is a perfect example of how our members are successfully engaging a new generation. By opening their doors and helping these students build their contest entry, Masters Concrete isn’t just highlighting our industry but inspiring the workforce of tomorrow.”
The winner of the contest was selected by a committee composed of representatives from the PACA board, the Young Leaders Development Group and Associate Members.
